Our client's ask for agency management is

If candidate John is referred by Agent A for Requisition 1  the referral to be given to Agent A. But same candidate is referred by Agent B to Requisition 2 the referral should go to Agent B. if the same candidate is referred by an employee for Requisition C the referral should go to employee.

Please advice how to configure agency to achieve this.
