Old EIT Extra Information - but attached it to a new value set

I have 4 existing EITs that we track on Manage Person - they all shared the same Common Lookup Value Set.  But, I decided that 2 of the original 4 really need a refreshed new list.  So, I created a new Value Set, created a new Common Look up code.  Connected the new look up code to the new value set, and change the valuset on the flex field...then Deployed the flexfield to 100%.  Nope, it won't display the new value set.  However, it's still connected to the old list.

Is it possible to attach an existing EIT to a new value set?
