Promote Actions Not Showing for Manager View

Hello,

We are currently trying to configure Actions Flows through HCM Design Studio, but some of our actions are hidden. I've added the Promote Roles (ORA_PER_WORKER_PROMOTION_DUTY_OBI, ORA_PER_WORKER_PROMOTION_DUTY) to our manager role and regenerated the roles. I've looked at the configuration page and it looks like the options are being limited by a resource bundle, but I was wondering if there was another step we were missing to have the actions show up. The actions have been configured.
