"Application Roles" and "Users" : Is it AND or OR?

Hi,

We have a query related to permissions given to BI reports. When you navigate the BI reports folder --> More--> Permissions --> Add user/roles . The permission is provided to 3 different users (user A, user B, user C) and to the 3 application roles: 'BI Consumer Role', 'BI Administrator Role' and 'BI Platform Author Role'.

We want to  know if it is a AND condition between the 'Users' and 'Application Roles' or and OR condition?

Ex:- For example , if user A doesnt have BI Consumer Role/Administrator Role/Platform Author Role, will he be still able to view/administer/create reports?
