AVOID ASSIGNING APPROVALS TO SPECIFIC USERS

We have approval based on AoR and there is a scenario where an employee is AoR of himself then in this scenario the employee is approving transactions that performed on him. For example, his manager submitted a change salary for Employee A. There approval is based on the AoR then in this case Employee A is receiving to approve his own salary change request. We tried the attached functionality in 20A and not sure if it's working. Has anyone seen this issue and know how to fix it?
