unable to link Notifications to Candidate Selection Phase actions

Hi -

We have a requirement to trigger notifications at certain phases of the candidate selection process. I have copied the template and when trying to add an action notification to "application received" the drop down and search is blank. I did a search on code and name nothing returns. Am I missing anything? 

Any guidance would be greatly appreciated.
