What is the role of full access to person management?

Hi, 

I need a user to have access to Person Management.
I associated with your user:
a) Human Capital Management Application Administrator
b) Human Capital Management Integration Specialist
c) Human Resource Analyst
d) Human Resource Manager
e) Human Resource Specialist

Run LDAP Process.

When this user goes on:
Navigator> Person Management> Search Name
He doesn't find any employees.

This user can only locate employees when he has the Application Implementarion Consultant role.

Any tips?
