Manage Direct Reports in Responsive UX

Data entry encounters the error for Manage Direct reports transaction in Responsive UXContent
Hello,
Manage Direct Reports was recently introduced to our Prod environment but works good in Classic UX. However, Responsive UX in Test releases an error when we try to manage direct reports as a Data entry (HR role) user.
1. If we use Quick actions and navigate to the search screen, then the search will show no results in person search.
2. If we navigate to Manage Assignment - Tasks - Manage Direct reports, the following error will appear.
You don't have the required security privileges to perform the operation. (PER-1532264)
