Eoffer not available in Fluid 19D??

Summary

Eoffer is available in Fluid as of 19C, but I am not able to trigger for new candidates in 19D?

Create Offer option in the More actions menu only appears for candidates that I have created an offer for in Flash. 

Example: In Fluid an offer is visible if created in Flash.  If I renege an existing offer (created in Flash), then the Create Offer is available in the More actions dropdown.

I cannot find any way to get the Create Offer option to appear for NEW candidates in 19D. Is this a bug? Cannot promote 19D to prod until I get this fixed/figured out. Thanks
