Unable to view Push Back in the list of Actions in an Approval Notification

Hi All - 

How can I enable Push Back to be displayed in the list of Actions in a Approval Notification for the second level approver. Push back is configured in the list of Task Actions for Assignees. 

If anyone has faced this issue before, please do let me know.
