is it possible to remove Add button from Tax withholding card?

Sandbox mode: Me>Quick  Actions> Pay> Tax Withholding

I am trying to hide 'Add' button from Tax withholding card. Not able to do from Page composer.  when i click, CommondTool barButton Add  , it is not editable. How to hide 'Add' button  for employees?
