Requsition ID is getting generated without hiring manger saving the requisition

Hi Team,

We have given HM access to create full requisition instead of a small one and also access to submit the requisition for approval.

While I was testing the creation of requisition I observed that the requisition ID is getting created without HM even saving the requisition and also the alert - IRC_Requisition_Initiation is getting triggered to the recruiter with a deep link. If the requisition is not saved then the requisition ID is getting wasted and as well as incorrect information is getting passed to recruiter in the system. When recruiter is clicking the deep link from alert, a blank page is getting opened.
