Reorder Questions in a Prescreening Questionnaire - why not in draft stage?

Hi All,

Reordering Questions in a Prescreening Questionnaire has come up as a feature in the recent releases but my question is why not at draft stage, why it should be only after draft state, this is creating an issue with for the recruiter to revisit each requisition and edit the order of the  questionnaire. It would have been better it is at the draft state.

Is there any specific reason why they are not available at draft state?
