Atleast one person is not appearing on the Drop down of "Add Coworker as a Emergency contact" under ESS

Looking for some help for resolving this issue. 

In the drop down for selecting a coworker, for few users, at least one particular person is not appearing. The same person is visible to other users on the drop down. For both the visible and not visible users, the roles are the same. I am not able to replicate this issue in another instance. 

Any suggestion or feedback as how to resolve this is highly appreciated.
