Multiple learn specilist with limited edit access depending upon the person security profile

We had a requirement in which we wanted to revoke edit rights on any course or offering from learn admin who is at the secondary level.

Two role :1.) Learn specialist (All the access)

2.) Learn Specialist(With all access except the HR dept)

Now we are able to achieve this but the system is behaving weirdly. The course created by Learn specialist (All the access) should not be editable by Learn Specialist(With all access except the HR dept).

This is partially achieved as we have edit right available in the seach bar but as we click on the course the edit button is not available inside. How can we revoke this access ?
