create noncatalog request format is not working correctly

verified manage currencies precison for CLF is 0 & 3 for extended precision.

But, when we create requisition, it shows incorrect format. User preferences looks good -1,234.567

Please suggest how to enter 12.05? as system takes 1,205

Please find attached screen.
