Payroll relationship on quick action was not available for HR Specialist

Hi,

We are currently having an issue on HR Specialist role on our new ui interface.

Before on the old ui, HR Specialist role can access Payroll relationship via Person management.

After new ui update, it can still access payroll relationship via person management but the expectation is HR Specialist can access it via My Workforce quick action..

I check Payroll relationships structure and I see an existing EL expression which is below:
