Transaction Console - Perform Actions in a read only account?

Hello,

Some of our users have 'read only' accounts so no data can be changed but we would like them to be able to withdraw transactions within the admin console which have failed to allow users to resubmit their transaction.

When giving the account the Perform HCM Approval Transaction Actions privilege they can then see the Actions button and click on Terminate but then a message appears to say it can't be completed due to the read only restriction. 

Good that it shows the read only feature is working but is there a way around this?

Terminating a failed transaction is not really editing the data, would be good to get some ideas,
