Never mind...found it

 

Within HCM/20B, I don't have the option of selecting the delivered Run Element Upgrade payroll flow from Payroll Checklist -> Submit a Payroll Flow.

The flow is active, and I have (I think) the necessary payroll job and data roles.  Is there some other step that I'm missing?
