Demographic Info while editing emergency contact

Hi,

Can someone tell me why there is an "Add" button for Demographic Info  while editing contacts?

Employees are clicking on "Add" instead of edit if there is any change in the details. And this is ending up with showing multiple legislative information for contact.

Is it a bug? If not what is the use?
