JBO-26092: Failed to lock the record in table PAY_DIR_COMP_DETAILS_F with key oracle.jbo.Key[300000922585437 2020-05-20 4712-12-31 ], another user holds the lock.

I am unable to add a federal tax card for a person. I keep getting this error on PBL load.

Could not find any help on oracle support.
