OTBI Prompt: User Selects Operator "Between"

If you allow users to select the operator for a date prompt, the value "between" is not available.

We have a requirement to allow end users to select the operator for date prompts in OTBI reports. The issue is that when we allow them to do this, they do not have the ability to select "is between". This value is available as an operator when I add the prompt so I'm not sure why it's not available when we allow the user to select the operator. See attached for screenshots.
