Reporting on employment contracts

New hires are still showing as pending workers in Employment Contracts Real Time subject area.

I'm trying to write a report that will show all employees with contract start and end dates.  When pulling from the Workforce Management Employment Contracts - Real Time subject area, some employees with active assignment records still show as pending workers.  In other subject areas like Workforce Management - Worker Assignment Real Time and in the system, active assignment records exist.  As a result, if I'm trying to create a report filtering on active employees, contract data is not coming through.  Has anyone else encountered this?  Sample report XMLs attached.
