Can you have more than one type of grade step name with a grade

Hello, 

 

I am doing a build for a client and they have a requirement where they require grade steps. My issue with that is the grade steps will be different for different regions. 

So I have one set of Grade steps for Queensland and different grade steps for Victoria? Can I build a grading system like that?

Ultimately, I want all the grades for Australia so that the employees can choose any grades and grade step depending on which area they work in Australia.
