Learning Assignment - Select Learners is blank

Hey everyone,

I'm trying to generate a learning assignment and when I get to the Select Learners page it is totally blank. I'm using a recently refreshed view all data role based on the Learning Specialist job role so it should have everything I need. I've compared this between two pods and I'm able to proceed with the flow in a separate pod with an identical role. Any thoughts as to why this isn't behaving correctly? I'm pretty sure it's a security issue but I just can't pinpoint the problem. Hoping someone else has ran into this before.
