How to restrict HR’s to not change their own person number in RUI.

We can see person number section under personal details in RUI and have enabled this section for only HR’s through page composer as it is not available under TDS.

HR’s are able to edit person number section under About Me and My client Group(Personal Details quick action) so we want to restrict to not change their own person number. Please let me know if there is any way to achieve this.
