Fields like Building, Floor appear for certain legislation and especially for Pending workers loaded

This issue occurs while converting pending worker. Issue does not occur for users created manually for the same Legislation as HDL- created pending worker

Pending workers loaded via HDL, upon trying to convert them, we see that in the Employment record section, Fields like Building, Floor appears however we have made these fields invisible in Design Studio. But, For Pending workers created manually, upon trying to convert them, we do not see mentioned fields in employment record section and I think it is honouring the rule created in Design studio but that is not the case with pending workers created using HDL. We have faced this issue for Mexico, Brazil legal employers.
