Adding Courses to Specializations - NOT Activities

Summary

We would like to be able to add a course to a specialization not specific activities so a learner can select the best option for them.

Content

We have a curriculum (specialization) where the team member completes an in-person walk through of a facility. There is no set time for this learning component as it will change from facility to facility and learner to learner. 

I am trying to use the OLC out of the box features of Course>Offering to set up these generic opportunities so I can add them to a specialization. However, in the specialization it's asking for an activity and I cannot locate any courses or offerings. I would like learners to be able to select whatever option best suits them.
