Picture Attachment in OEC as Avatar in VBCS is not displaying when logged in as Anonymous User

Summary

Image will only display if I use my own account but for Anonymous user, it doesn't appear and gives Error 404 Not Found

I also enabled "Allow Anonymous Access" in the security.
