Unable to split invoice lines through Edit Distribution for invoices with Withholding Tax

Users when trying to add a line using edit distribution hyperlink in the coding notification, the amount button is greyed out and hence users can't split the invoice item line

Users when trying to add a line using edit distribution hyperlink in the coding notification, the amount button is greyed out and hence users can't split the invoice item line. 

This is only seen in case where Withholding tax is calculated.
