Flexibility to create an OTBI report and put null value as a filter

We have a requirement from the client wherein the HRBP wants to put a logic that the report should help in extracting data of position incumbents , where the assignment is active employees and empty

We have a requirement from the client wherein the HRBP wants to put a logic that the report should help in extracting data of position incumbents , where the assignment is active employees and empty but there is no such functionality available right now as per the SRSR 3-24068524581 : Not bale to add a filter on "Assignment Count" as 0 in OTBI 

and any business User will have to manually put filter on the extracted data . This leads to an additional step which can be avoided if we give flexibility of selecting null value as a filter directly on the report
