Changes Report - What are your practices?

Currently we are modifying the changes report that we had using BIP and we stumble this difficulty
How's your company show changes in the changes report?
We have these options below:
Person Number | Name | Previous Assignment Category | Current Assignment Category | Template Option |
100001 | John Doe | Full-time temporary | Full-time temporary | Show the data even if they have no change but they have change in other assignment field |
100001 | John Doe | Do not show the data if there are no change but have change in other assignment field | ||
100001 | John Doe | Part Time | Full-time | Show only data if there are true changes on the field |
