DOR access to recruiter role alone

Is there a way to give access to the Document of Records (DOR) for recruiter alone by adding the privileges to the custom recruiter role, rather than creating a new role. I have added the DOR privileges to the custom recruiter role, but still the access is not working. Any inputs on this is really appreciative.
