Can you prevent anyone from terminating managers without first moving their active direct reports?

Has anyone figured out how to prevent MSS or HR users from terminating managers that have active direct reports, until they first move those direct reports to another managers?   A common theme here people terminating managers without first moving active direct reports of those managers to a new manager.  Oracle provides a warning when you are about to terminate a manager that has direct reports, but lets the user proceed anyway.
