20C Action Reason drop down shows 'no suggestions to display'

We upgraded to 20C in test this past weekend, and are noticing a weird interaction.  When we complete a hire action, if we choose the legal employer first then the action reasons are blank.  If we choose the reason first, then the legal employer, we don't have any issues.

We have ran the process Regenerate Data Security Grants, and import security roles again but neither have fixed the issue.  Anyone know why the action reasons would be blank after choosing the legal employer?  We haven't done anything with the new action reason configuration options so i don't believe anything there should have impacted this.  Also have went in to the design studio and marked the fields as not visible and back to visible.
