In Add Assignment workflow, what condition can be used such that if the initiator is both a Line Man

In Add Assignment workflow, what condition can be used such that if the initiator is both a Line Manager and an HR Administrator, then it either routes to an approval or gets auto approved. Meaning, if he is initiating for his/her direct report, then it should route to an approval, otherwise, the transaction gets automatically approved. 

In other workflows like Change Salary, I am able to add the condition that if the Worker's Current Assignment Supervisor is not the Initiator and has an HR Administrator workflow, it will be auto approved. However, I cannot find the same in Add Assignment.
