Identifying Rehires via NID

When using Add Pending Worker, and entering the SSN of a former employee, the duplicate check triggers possible matches. HR Specialists have security based on AOR (uses location). We've noted that if they are adding a pending worker who was formerly an employee at a different location, the duplicate check is not triggering matches. It's allowing them to hire the worker as a new hire, creating multiple person records.

Is there a way to configure the Person Security profile so that the duplicate check finds the ex employee without View All access?
