Is there a way in security to grant access only to HCM spreadsheet data loader?

Our payroll team needs the ability to load data view the HCM spreadsheet data loader.  Is there a way to grant security access to Data Exchange/HCM spreadsheet data loader without granting access to all of data exchange?  They do not need the other functions within Data Exchange.
