How to make a card read only?

We are testing 20D and would like to make the Tax Credit Information read only

In 20D, the RUI for Employee Self Serve has been modified and we are unable to edit the page to restore our personalizations.  We would like to edit the text to advise employees that the feature is temporarily unavailable; and make the card read only so that they can not open the page.

Has anyone made a card read only?
