Disable the ability to edit Person Names and National Id's

In order to meet our BR, we need to disable the ability to editing 2 types of Person information for our Business Users:
- Person Names;
- Person National Identifiers.
At the same time, we must retain the ability to edit the rest of the Person information (for ex.: Addresses, Communication Methods, Biographical Info, Legislative Info etc.).

That's why, in our implementation, new employees with base Hire and Personal info will be created exclusively through an external application (it's done by VBCS extension calling the corresponding HCM Cloud REST services; the implementation is already done); Person Names and National Id's should also be updated/corrected in HCM Cloud exclusively by calling the appropriate REST service methods.
