Settings on eLearning Courses to Allow Learner to Review Completed Courses

Looking for what configuration settings that would allow learners to review previous attempts of eLearning courses

With our current configuration, when a learner goes to review an eLearning course that they already took and passed, they are unable to review the eLearning course. 

What settings do I need to adjust to make this possible for learners? At the catalog resource level, I don't have any additional options in the Recorded Attempt Review dropdown other than "Do not enable learners to review."
