Send a system notification(Not an email) to all employees of their previous day attendance report

My requirement is , need to send a system notification to all employees of their previous day attendance report. Not an email notification because 80% employees doesn't have the email address.

Is there anyway to achieve this requirement either Alert or Workflow?
