How to include position of an inactive employee in vacant position report

Hi,

I created a report to extract vacant positions from HCM. However, the positions that have inactive workers tagged to them do not show up in the report. 

I tried adding an update page with new effective date, even then the position does not show up. Although, when I empty the value in location filed only then a new line for the position shows up in the report. That's how I know that this position is vacant.

Please can someone guide me to fix this issue. I need to extract a report that has all the vacant positions.
