Can we add phase after offer and before HR and make automatic move to HR after Completion

We have business requirements to add a phase after Offer and before HR to handle VISA allocation and deployment, i have added the phase and add Move action to offer phase once offer Accepted to be moved to VISA phase but i can't add Move action to HR in VISA phase after Visa issued.

How to achiever this?
