'Employment History' Employee view VS Manager view

Hello-

We are trying to limit a manager's ability to click on the links given under the employment history section. As you can see in my attachments, the Employee only has visibility of the Employment history.  However, the manager, has those options clickable.  We would like to have the same view for managers and employees.

Is there a way to turn off these links for the managers at the time of viewing their direct report's employment information? Any and all information is appreciated.
