Privledge to Reassign Payables Invoice

Hi, what privilege allows users to reassign payable invoices that are assigned to them? I know the Employee role gives access to this but that role has privileges that denote a license for services my customer does not use. I tried also taking the employee role and removing the privileges that utilize licenses but then the user cannot reassign invoices. Trying to figure out how to accomplish this feature without using un-necessary licenses. List is of privileges that denote a licence on the out of the box employee role.
