How to do billing based on UOM multiply by rate instead of amount based billing in Project?

Summary

Currently we are only allowed to do amount based billing and the UOM and rate are just inputted in the additional field in the contract management.

Content

Basically we need to go away from amount based billing in Projects and we need to input UOM and Rate and let it calculate. Is there a way to achieve this.
