Does HCM Foundation exist in Cloud?

Hi there -

Back in the EBS days where a client implemented other EBS modules e.g. Finance - they received the right to use a slimmed down version of HCM - called HCM Foundation.  

In the Cloud world, if a client implements Finance do they receive some basic HCM functionality (without an HCM license) or is the access more on an all or nothing type basis?  If a restricted access is available to say an enterprise using finapps only, which areas can they use?
