Candidate initially rejected for position cannot re-apply for the position

Hi,

An internal candidate was initially rejected for a requisition in the past. They tried to re-apply for the same requisition today but the system stated they had already applied for the position.

The requisition does not display when the candidate is queried in Candidate Search and the Add to Requisition action is selected.

Is this the correct behavior for this scenario? Is it possible for internal and external candidates to re-apply for positions they were previously rejected for?
