Internal Candidates are not able to complete the confirmation process when applying through the external career site

Since the 20D update... when internal applicants apply from the career site and get redirected to the internal site to apply, the system is looking for a confirmation. Candidates are unable to confirm, because they are not receiving the email to confirm their identity. The applicant record lacks a valid email unless the candidate has an email in the work email field. 

This didn't seem to be a problem in earlier releases. Has anyone else seen this behavior? Even when an admin goes into the unconfirmed account and sends the request to confirm, the system will trigger a code to the candidate's bell notification, but there's no where for them to enter the code that they receive.
